in the Event of a Large Nuclear Accident

  We have witnessed how many fundamental human rights, not least the right to life, the right to health, and the right to move and reside, were violated and jeopardized when the nuclear accident occurred at TEPCO’s Fukushima Daiichi Nuclear Power Plant. It is more obvious than ever that nuclear power plants and human beings cannot coexist.

  On the other hand, even though ICRP acknowledges that nuclear accidents have serious consequences for health and the environment, ICRP Publications 109 and 111 and the draft update of those Publications utterly fail to address the need for guarantees of the life, health and livelihood of affected residents. This is because ICRP presupposes the perpetuation of pro-nuclear policies and the nuclear industry.

  As members of the Ishikawa Medical & Dental Practitioners Association, an organization of medical doctors and dentists whose mission is to protect people’s lives and health in Japan, which is still suffering the effects of the Fukushima Daiichi nuclear disaster, and particularly in our own prefecture, where a nuclear power plant is also located, we urge ICRP to recognize that the only truly effective means of optimising the protection of people in the case of nuclear accidents is to halt the operation of nuclear power plants. ICRP should not simply attempt to define reference levels for the optimisation of protection in the event of nuclear accidents, but should study the ways and means of abandoning nuclear power.

我々は東電福島原発事故を通して、ひとたび原子力事故が起きれば、生存権、健康権、居住移転の自由はもちろんのこと、様々な基本的人権が脅かされ、侵害されることを目の当たりにしている。もはや、原発と人類が共存できないことは明白である。

一方、ICRPは、原子力事故が人々の健康や環境に深刻な影響を及ぼすとの認識はあるものの、原子力政策・原子力産業を維持させることを前提にしているため、現行の勧告および新勧告案には住民の生命、健康、生活を保障するという視点が決定的に欠落している。

今なお東電福島原発事故の只中にいる日本および原発立地県に存し、国民の命と健康を守る使命をもつ医師・歯科医師の団体として提言する。最も有効かつ唯一の放射線防護策は原発を動かさぬことである。ICRPは、放射線防護の参考レベル等ではなく、原発廃止の方策を検討すべきである。
